What is the Philippine Salary Grade?

The Philippine government has different pay levels for its workers, called “salary grades” or “SG”.

Salary grade (SG) is a system that uses numbers to decide how much government employees are paid each month.

The grades go from level 1 (lowest pay) to level 33 (highest pay), based on how difficult the job is, the responsibilities it has, and the assigned salary grade.

Each grade is divided into 8 steps, except for SG-33, which has only 2 steps, allowing for gradual pay increases based on performance. 

If you have a higher salary grade, you earn more because your job is harder and has more duties. This system ensures fair pay for more challenging jobs.

Therefore, people in higher salary grades earn more money than those in lower grades.

What is Salary Standardization Law?

You might remember the Salary Standardization Law V (SSL 5), signed by former President Roa Duterte on January 8, 2020. 

This law provided salary increases for government workers over four years, from 2020 to 2023, to ensure fair pay.

The increases were rolled out as follows:

  • 2020: SSL V First Tranche
  • 2021: SSL V Second Tranche
  • 2022: SSL V Third Tranche
  • 2023: SSL V Fourth Tranche

Senator Jinggoy Estrada introduced a new bill (Senate Bill No. 2611) that continued the effort to make government salaries fair and competitive.

The proposed Salary Standardization Law VI (SSL 6) under Senate Bill No. 2611 aims to raise government workers’ pay in four stages from 2025 to 2027, improving their financial situation by adjusting the salary schedule.

But the Department of Budget and Management (DBM) Secretary Amenah “Mina” F. Pangandaman assured that the first tranche of the salary increase for government workers will take effect this year.

So Along with President Marcos Jr.’s economic team, she presented the key points of the proposed National Budget for the next year.

President Ferdinand R. Marcos Jr. then signed Executive Order No. 64 on August 2. 

The first part of the four-phase salary increase for national government employees will begin this year, retroactively from January 2024. This will be followed by yearly salary adjustments starting in January 2025 until January 2027.

What is Executive Order No. 64 s. 2024?

President Ferdinand Marcos Jr. has secured a pay raise for government workers that will last until 2027, starting retroactively from January 1, 2024, meaning the raise is treated as if it began at the start of 2024.

The new salary schedule applies to full-time regular or contractual workers in the executive, legislative, and judicial branches, as well as those in constitutional commissions, government-owned or -controlled corporations (GOCCs), and local government units (LGUs). However, it doesn’t cover workers on job orders or consultancy contracts.

Local lawmakers will decide how much of the new salary schedule to implement based on their available budget. 

For example, special cities and first-class provinces and municipalities must pay 100% of the new rates, while sixth-class municipalities may only need to pay 65%.

Qualified government workers will also receive a medical allowance of PHP 7,000. The money for these raises will come from the 2024 General Appropriations Act and future national budgets, ensuring the government has enough funds to support the pay increases. 

This plan aims to make government jobs more attractive and improve workers’ lives.

Executive Order 64, issued on August 2 and posted in the Official Gazette on August 3 as an updated Salary Schedule for Civilian Government Personnel, outlines four stages of pay increases:

What is the Salary Step?

When the government hires someone, they start at “Step 1,” the lowest pay level, no matter the initial pay.

Every three years, if they perform well, they move up to the next “Step” and earn more. This continues until they reach the highest pay level for their position, “Step 8.”

Employees get a raise every three years for doing a great job, and they stay in the same pay category as long as they keep performing well.
